In line with the business sector of providing solutions and manpower for fire prevention and rescue for high-risk industries, Thanh Hoa Fire Protection Equipment Company with the support of local authorities now organizes propaganda to raise awareness for community on disaster prevention and mitigation for the community.

The Community Based Disaster Risk Management Initiative would be widely implemented and produced good results based on the following practices:

  • Local people understand their opportunities and limitations better than those outside
  • In understanding local issues, no one is equal to the people living in the community when their lives and interests are threatened.
  • The people are the nation most valuable development resource, which needs to be exploited and developed.

Implementing the Community Emergency Preparedness and Response Plan

Overview

Successful management of a disaster begins at the local level. When a community is prepared to deal with a disaster the impact can be minimized and lives may be saved. One key to community preparedness is a community emergency plan that defines how the community will manage disasters. The plan should include local, regional, and industry or national resources that support local response.

The Community Emergency Preparedness and Response Plan (CERP) is a new, exciting approach to emergency management for small communities.

The Goal for the CERP Project

This initiative strives to provide small communities with a mechanism to develop emergency response abilities that will increase their capability to respond to an event.

Past disasters have illustrated that government agencies alone will not be able to address the needs of at-risk populations, and that a system that includes multiple partners is needed to prepare for, respond, and recover from disasters. Better coordination and communication between all community partners can lead to improved outcomes for the entire community and help ensure that populations and other at-risk individuals can access needed services during response and recovery phases.

Response Defined

The response phase includes the mobilization of necessary emergency services and first responders in the disaster area.

Generally the response occurs within the first 72 hours of an event.
