Regulations on training and certification of professional training for fire prevention, fire fighting and rescue

  1. Subjects eligible to be trained and granted certificates of professional training in fire prevention and fighting (hereinafter referred to as certification)

Subjects eligible for training and certification of fire prevention and fighting training as prescribed in Clause 1, Article 33 of Decree No. 136/2020/ND-CP include:

Persons holding the title of fire-fighting commander specified in Clause 2, Article 37 of the Law on Fire Prevention and Fighting;

Members of civil defense teams, grassroots fire prevention and fighting teams;

Members of specialized fire prevention and fighting teams;

Persons working in environments with the danger of fire and explosion or frequently in contact with goods at risk of fire and explosion;

Vehicle drivers, people working on motorized means of transport transporting passengers with over 29 seats and motor vehicles transporting goods at risk of fire and explosion;

Persons in charge of fire prevention and fighting at establishments on the list specified in Appendix IV issued with Decree No. 136/2020/ND-CP;

Members of forest fire prevention and fighting teams and units.

  1. Subjects eligible for training and granting a certificate of professional training in high school education as specified in Clause 1, Article 11 of Decree No. 83/2017/ND-CP include:
  2. a) Specialized fire fighting force.
  3. b) The grassroots civil defense and fire fighting force
  4. c) Other forces when required.
  5. Subjects subject to training and certification of fire prevention and rescue professional training:

Similar to subject to training and certification of vocational training in high school.

  1. Dossier of request for training and grant, change, and re-certification
  2. Dossier of request for training and certification of fire prevention and fighting training
  3. a) For agencies, organizations or establishments that organize their own training, a dossier includes:

– Written request for examination and certification of training;- Plan and program of training content;

– A list of the trainees’ resumes.

  1. b) For agencies, organizations or establishments that do not organize the training by themselves, the dossier includes:

– Written request for training organization and certification of training;

– A shortlist of resumes of those registered for training.

  1. c) For individuals wishing:

Have a written request to participate in training and certification.

  1. Dossier of request for training and certification of training in rescue operations
  2. a) For agencies, organizations, establishments, the application includes:

– A written request for training organization and certification of training;

– A shortlist of resumes of participants in the training;

– Health certificate certified by a district-level medical facility or higher of the person registering for the training class.

  1. b) For individuals in need, the application includes:

– A written request for participation in training and certification;

– Curriculum vitae;

– Health certificate certified by a district-level medical facility or higher.

Similar to the application file for training and certification of vocational training in high school.

  1. Dossier of request for replacement of certification in case of damage includes a written request for replacement and a previously issued certificate.
  2. Dossier of application for re-issuance of a certificate in case of loss includes a written request for re-issuance.

III. Time of training and retraining of fire prevention and rescue skills

  1. Time of training and retraining of fire prevention and rescues kills
  2. a) Time for first-time professional training and retraining:

From 16 to 24 hours for the subjects specified at points a, b, d, dd, e, g and from 32 to 48 hours for the subjects specified defined at point c, clause 1, Article 33 of Decree No. 136/2020/ND-CP;

  1. b) The period of retraining to be granted the certificate of fire prevention and fighting training after this certificate expires is at least 16 hours for the subjects specified at points a, b, d, dd, e and point g and 32 hours for the subjects specified at point c, clause 1, Article 33 of Decree No. 136/2020/ND-CP.2.

Training and retraining time for fire prevention and rescue

  1. a) The time for professional training and retraining for the first certification is from 32 hours to 48 hours;
  2. b) The minimum duration of training and retraining to be granted the certificate of professional training of CNCH after this certificate expires is at least 32 hours.
  3. Time for training and retraining of fire prevention and rescues skills
  4. a) The time for professional training and retraining to grant the first certification is from 48 hours to 72 hours for the subjects specified at Points a, b, d, dd, e, g and from 64 to 96 hours for the subjects specified at Point c, Clause 1, Article 33 of Decree No. 136/2020/ND-CP;
  5. b) The time for retraining to be granted the certificate of fire prevention and fighting fire prevention and fighting training after this certificate expires is at least 48 hours for the subjects specified at Points a, b, d, dd, e and g and 64 hours for the subjects specified at point c, clause 1, Article 33 of Decree No. 136/2020/ND-CP;
  6. Content of professional training and retraining of fire prevention and rescue1. Content of training and retraining of fire prevention and fighting skills
  7. a) Legal knowledge, knowledge of fire prevention and fighting suitable to each subject;
  8. b) Methods of propagating and building a movement for all people to participate in fire prevention and fighting;
  9. c) Measures to prevent fire; measures, tactics and techniques of fire fighting;
  10. d) Methods of formulating and practicing fire fighting plans;
  11. dd) Methods of preservation and use of fire prevention and fighting means;
  12. e) Method of testing for safety on fire prevention and fighting.
  13. Contents of training and retraining of CNCH skills
  14. a) Legal knowledge on rescue, including:

Decree No. 83/2017/ND-CP and guiding documents, other relevant legal documents.

  1. b) Rescue methods, measures, techniques and tactics for a number of situations specified in Clause 1, Article 5 of Decree No. 83/2017/ND-CP.
  2. Content of training and retraining of fire prevention and fighting skills

Including training and fostering of fire prevention and fighting skills and contents of training and fostering professional skills of fire prevention and fighting.

  1. Time limit for granting, changing and re-granting certificates

No more than 05 working days from the date of receiving the satisfactory test results or from the date of receiving the written request for change or re-issuance.

  1. The certificate is valid for use nationwide for a period of 5 years from the date of issue.
  2. At the end of the above-mentioned time limit, the certificate holder must be retrained to issue a new certificate.

VII. Funding for organizing training and retraining of fire prevention and fighting skills

Funds for training and retraining in fire prevention and fighting and rescue operations shall be paid by agencies, organizations, establishments and individuals wishing to organize training and retraining in accordance with the law.

VIII. How to apply

Agencies, organizations, establishments and individuals submit dossiers directly at the One-Stop Department, online at the Public Service Portal or send them through a postal service business. The person sent by the agency, organization or establishment to contact to submit the application must have a letter of introduction or power of attorney, present a valid citizen identification, identity card or passport.

Dossiers sent through a postal service business must clearly state the address and phone number of the agency, organization, establishment or individual.
